Brand new cd skipping.

I got a brand new CD. Looking at the the disc in the sunlight it looks flawless. However the last track on the CD is defective and skips. I ripped it with iTunes. Is this a manufacturing defect? I just deleted the track from my Plex library so it's no big deal. Pixelation and skipping have been mainstays since the laserdisc era. Even with laserdiscs which were purchased brand new back in the day, there were occasional pixelation issues.
